Supervisors Discuss DD 15 North Bid Letting

The Palo Alto County Board of Supervisors met May 30, to discuss bid letting for the Drainage District 15 North IDALS project in Vernon Township.

Bids were received from four contractors: Rognes Bros. Exc. from Lake Mills, C.J. Moyna & Sons from Elkader, Reilly Construction Company Inc. from Ossian, and H & W Contracting LLC of Sioux Falls. An addendum on the project was issued, and the addendum was forwarded to all contractors who submitted a bid.

The bids submitted were for five separate categories: open ditch and tile division, wetland division, lateral tile division, paved roads division, and gravel roads division.

According to Don Etler, engineer with Kuehl and Payer, the paved roads and gravel roads divisions could be paid for by Secondary Roads funds.

The engineer's estimate contained a total base bid of $2,934,939. This amount included: $1,807,094.50 for the open ditch and tile division, $284,374 for the wetland division, $656,937 for the lateral tile division, $24,077 for the paved road division, and $162,456.50 for the gravel roads division.

Among the bids submitted were the following:

Rognes Bros.' total base bid was $2,833,617. This amount included: $1,518,863 for the open ditch and tile division, $312,249 for the wetland division, $835,715 for the lateral tile division, $25,977 for the paved roads division, and $140,813 for the gravel roads division.

C.J. Moyna & Sons' total base bid was $2,453,594.80. This amount included: $1,347,674.50 for the open ditch and tile division, $333,104.30 for the wetland division, $610,646 for the lateral tile division, $22,953 for the paved roads division, and $139,217 for the gravel roads division.

Reilly Construction Company's total base bid was $2,460, 869.55. This amount included: $1,416,927.75 for the open ditch and tile division, $293,800.80 for the wetland division, $602,316 for the lateral tile division, $23,400 for the paved roads division, and $124,425 for the gravel roads division.

H & W Contracting's total base bid was $3,248,658.90. This amount included: $1,836,628.90 for the open ditch and tile division, $362,805.50 for the wetland division, $869,939 for the lateral tile division, $23,920 for the paved roads division, and $155,365.50 for the gravel roads division.

Supervisor Jerry Hofstad made the motion to award the contract to C.J. Moyna & Sons for all divisions with a bid total of $2,453,594.80 and to direct the engineer to issue the notice of award and contract. Ed Noonan seconded the motion and the motion was approved.
