Drainage Repair Contract Awarded

June 5, 2018
by Anesa McGregor , Emmetsburg News

Five landowners were on hand for the bid letting on Drainage Districts 57 and 48 Lateral 1 during the regular meeting of the Palo Alto County Board of Supervisors on Tuesday, May 29.

Drainage Engineer Dallas Heikins with Jacobson-Westergard of Estherville was on hand to check the bid bonds and open bids. Six companies submitted bids for the two projects together. The bids submitted were as follows:

The question was raised by a landowner regarding the difference between a 1/2-inch coefficient and a one-inch coefficient. Heikens informed the landowners that for about 25% more than the cost of the 1/2-inch coefficient, they would get double the drainage with the larger tile.

"Rick generally recommends the larger tile for the price difference," Rodney Meyer, landowner stated. "I guess that is what I would recommend also."

Another question that was raised was if Jacobson-Westergard had looked at estimated cost to landowners.

"For DD 57, based on 326 acres the approximate cost was $1,050 per acre. With a 10-year payment option the estimated cost is $137 per acre and for a 20-year payment plan the approximate cost is $84 per acre," Supervisor Keith Wirtz said. "For DD 48 Lateral, based on 1290 acres the estimated cost per acre would be $152 for a 10-year payment schedule."

With some further discussion, the landowners opted to go with the one-inch coefficient. After the figures submitted had been checked, King Excavation of Cylinder was unanimously awarded the contract with the low combined bid of $531,273. This bid is $59,495 below the engineer's estimated cost of the project.

The Supervisors unanimously accepted the resignation of Palo Alto County Engineer's Office Manager, Nancy Stegge. Stegge has worked in the Engineer's Office for 20 years.
