ISAC Releases Top Prioritites for 2019

With a new year, come renewed challenges to old problems as well as new issues. Iowa State Association of Counties (ISAC) has released their list of top priorities for 2019. At the top of the list: Mental Health and Disability Services (MH/DS).

Since Iowa moved away from county-based MH/DS to a regional based MH/DS, long term sustainable funding has been an issue. While counties are still expected to fund MH/DS, regional caps established by SF 504 do not allow for system growth within a flawed system. Sustaining complex needs that require specialized services, county governments need the ability to levy what is necessary to meet needs.

Funding for children's mental health services are almost nonexistent, even though state leaders said money would be given to help regions create services specifically geared toward children to implement requirements imposed by the state.
